A standard TIFF is a flat (merged) raster image with no layer structure. When converted to PSD, the result is a single-layer PSD — your image as a flat Background layer. This is still useful because PSD's container gives you access to Photoshop's full editing toolset: you can paint, apply adjustment layers, add new layers, and use blend modes freely on top of the imported content.
TIFF supports RGB, CMYK, Grayscale, Lab, and indexed colour at 8, 16, or 32 bits per channel. PSD supports the same colour modes and bit depths. The converter preserves your source colour mode and bit depth, so a 16-bit Grayscale TIFF becomes a 16-bit Grayscale PSD, and a CMYK TIFF used in print prepress remains CMYK in the PSD output.
