The converter decodes the MP3 file's MPEG Audio Layer III bitstream into uncompressed PCM audio samples. The PCM data is then fed into the Ogg Vorbis encoder, which applies psychoacoustic modelling to discard inaudible frequencies before encoding the result into the OGG container. Since both MP3 and Ogg Vorbis are lossy formats, converting between them introduces a small amount of generation loss — for best results, always convert from a lossless source (WAV or FLAC) when one is available.
