Raw H.264 files (.h264) come off security cameras, IP cameras, and encoding pipelines as elementary streams — pure video data with no container, no audio track, and no metadata. Most media players refuse to open them because there is nothing to tell the player where frames start, how long the video is, or what the frame rate is. Wrapping the stream in an MP4 container adds all of that information and makes the file play in any player without re-encoding the video.
H.264 (also called AVC, MPEG-4 Part 10) is the most widely used video compression standard, deployed in cameras, streaming, Blu-ray, and broadcast since 2003. A raw H.264 file is an elementary stream — it contains only the compressed video NAL units with no wrapping container. There is no duration field, no frame index, no audio, and no timecode. Security cameras, IP cameras, and some hardware encoders produce .h264 files directly. Without a container, media players cannot determine how to seek, how many frames exist, or what the playback speed should be. The file is valid video data, but it is unplayable without being wrapped in a container like MP4 or MKV.
MP4 (MPEG-4 Part 14) is a container format defined by ISO/IEC 14496-12. It stores the H.264 video bitstream alongside metadata: frame rate, duration, resolution, timecode, chapter markers, and optionally audio and subtitle tracks. When you mux a raw H.264 stream into MP4, the video data itself is not re-encoded — it is placed inside the container with the required header information. The resulting file plays in VLC, Windows Media Player, QuickTime, all mobile platforms, and every browser with HTML5 video support. Note: since raw H.264 has no audio, the MP4 output contains video only.
