XPS (XML Paper Specification) is Microsoft's fixed-layout document format, introduced with Windows Vista in 2006. It is based on XAML markup inside a ZIP container and was designed as Microsoft's alternative to PDF. Windows includes a built-in XPS viewer, but macOS, Linux, iOS, Android, and most non-Windows browsers have no native XPS support. Most people outside a Windows-only environment cannot open XPS files at all, which is why conversion to a universal format like JPG is often necessary.

By 2010 it was clear that PDF had won the portable document format war, and XPS was largely superseded. However, many organizations that standardized on XPS for document archiving in the 2006–2015 period still have large XPS archives that need to be accessed and shared today.

What Is JPG?

JPG (JPEG) is the most widely supported image format in existence. Every device, operating system, browser, app, and social platform can display a JPG image without any special software. It uses lossy compression that produces small file sizes at visually acceptable quality — typically 80–95% quality settings balance sharpness and size well for document images.

Converting an XPS document to JPG produces one JPG image per page. Recipients can view each page as an image on any device, embed it in presentations, attach it to emails, upload it to web forms, or print it — all without needing to know what XPS is or having Windows installed.
